Objection Statement of the Non-Mandatory Central Provident Fund System

Service Introduction

Service Target and Eligibility Criteria

Account owners who are not included in the list of fund allocation may file an objection statement to the Social Security Fund.If an account owner was outside the Macao SAR in a relevant calendar year due to the following reasons, the period that he or she stayed outside the Macao SAR can also be counted as the time he or she stayed in Macao.  The account owner is required to provide sufficient evidence of his/her own:

  1. For account owner who attended higher level courses recognized by local competent authority;
  2. For account owner who was hospitalized;
  3. For account owner who reached age 65 and habitually resided in mainland China;
  4. For account owner under age 65 but habitually resided in mainland China on health grounds, particularly for the need for non-hospital nursing, palliative therapy, rehabilitative services or family care;
  5. For account owner who worked outside the Macao SAR for an employer registered with the Social Security Fund;
  6. For account owner who worked outside the Macao SAR in order to bear the main living expenses of his or her spouse, any degree of lineal consanguinity or affinity who resided in the Macao SAR;
  7. For account owner who performed official duties, performed duties for the Macao SAR or discharged other official duties;
  8. For account owner who had humanitarian or other properly explained reasons.

Application Result

After the account owner has submitted the objection statement and analyzed and processed by the Social Security Fund, he/she will be included in the list of fund allocation if he/she satisfies the requirement for fund allocation.

  2. Photocopy of the account owner’s Macao SAR Resident ID Card;
  3. The proof of school attendance (Proof of School Attendance Template) or transcript (information on January to December 2020) issued by the school in 2021, or printed online. The proof of school attendance or transcript must contain the school name, the account owner’s name (must be consistent with the information on the ID card), and the student ID number, the period of school attendance, the name of major/faculty (must be a higher education course recognized by the local competent authorities).

  4. The original proof of residence issued by civil affairs department, resident committee, villager committee or residential care facility in mainland China (Proof of Residence Template). If the account owner is unable to provide the proof of residence, he/she must explain the reason on Declaration Form C/5, provide two Macao SAR residents as witnesses (Witnesses must sign to testify) and submit photocopies of their Macao SAR Resident ID Cards;
  5. Fill out Declaration Form C/5 (Form for Download CH/PT) (Sample of form completion EN), giving details about the medical condition of the account owner, the medical treatment that he/she received in mainland China and who was taking care of him/her at that time.

  6. The account owner’s proof of employment letter (For employed workers, the proof must be issued by a local employer, indicating the declarant’s identity information, the period of employment and position held, the name and address of company (Template of the proof of employment).  For owners of a business, or self-employed persons, they are required to provide documents such as the business license, license to practice or tax bills issued by the local government for the year 2020);
  7. If the dependent child is attending school in Macao, the transcript(s) for the period from January to December 2020 must be provided;
  8. If the dependent child is attending a high school or university outside Macao, besides photocopies of the child’s proof of school attendance and transcript(s) for the period from January to December 2020 (Template of the proof of school attendance), photocopy(ies) of the child’s transcript(s) or diploma(s) for junior high school and high school in Macao must also be provided.  If the dependent relative is hospitalized outside Macao, the proof of hospitalization must be provided (Template of the proof of hospitalization).

How to go through the formalities

Time Limit for Application

The prescription of claiming the right to the funds of 2021 is three years, i.e., the right will expire on 31 December 2024. Late filing of the objection statement will result in the invalidity of the right.

Formalities and Required Documents

Account owners may submit the following documents in person or through a representative:

  1. Objection Statement (RP) – Fund Allocation of 2021 (Form for Download CH/PT); (Sample of form completion EN)
  2. Photocopy of the account owner’s Macao SAR Resident ID Card;
  3. Fill out Declaration Form C/7 (Form for Download CH/PT) (Sample of form completion EN) and explain in detail the reason for staying in the Macao SAR for less than 183 days during calendar year 2020.  The account owner is required to indicate clearly when and why he/she emigrated, where he/she lived and worked in Macao before emigration and provide all relevant supporting documentation.

* If the account owner is incapacitated, please read the Formalities of Raising an Objection on Behalf of an Incapacitated Account Owner.
* If the account owner dies, please refer to the procedures for filing an objection statement on the account owner’s behalf by a relative or the heir.
